Phnom Penh is an incredible destination which offers a combination of stunning architecture, a rich, traditional culture, wonderful cuisine and a really vibrant atmosphere. It’s a must-do city for any Cambodian vacation!
Visiting a foreign country for the first time can be both exciting and daunting in equal measure. If you’re like us, you’ll want to know that you have a great hotel already booked before leaving home; then you just relax and enjoy the trip.
Where to stay in Phnom Penh: Top Hotels for All Budgets
If you’re like me then choosing the right hotel can often feel like a challenge which takes up so much of my time. I find myself unable to make choices for fear of making a bad choice or worrying I’ve missed somewhere even better!
To make it easier for you, we done all the hard work and compiled a list of the hotels and resorts in Phnom Penh that would suit all budgets. These are hotels that we’d be happy to stay in, so rest assured they’d be a great pick for you too.
We tend to sort hotels into three categories, usually based on price and facilities :
Budget stays : Under 40$ with reviews that say its clean and comfortable and with our own bathroom. Gerry says he’s too old to be sharing a bathroom unless there really is no choice!
Comfort stays : 40$ – 100$ with reviews that are consistently clean and comfortable, maybe a little more spacious, with air conditioning and a few other frills that make it better than a budget option.
Luxury stays : 100$ plus : Sometimes we want a little luxury and we’re looking for a hotel that will offer us high levels of comfort with lots of attention to detail. This is a great option if we’ve been staying in budget accommodation for a while and we need a few days to relax with comfort guaranteed.
Whenever possible I booked with booking.com. I love how all my accommodation is in one place on one website; I think it makes global and independent travel so much easier.
Budget Friendly Hotels : Great Affordable Cheaper Stays
La Chronique Hotel
If you’re looking for a great value hotel then we think you’ll be hard-pressed to do better than La Chronique Hotel.
With a Classic Double Room from just 41$ this hotel offers you everything you need. Honestly, It just about scraps into our budget range as it’s at the top end of the budget but it offers so much that we couldn’t leave it out!

Stay Sweet Hotel
This is a great choice for a low-cost comfortable base from which to explore Phnom Penh. Stay Sweet is more of a homestay than a hotel and offers exceptional value for money with rooms from just 18$ including breakfast. And being a homestay you get a very personal service from the owners who go out of their way to ensure you have a great stay!
This homestay is away from the hustle of downtown Phnom Penh but there are plenty of cafes and bars on the doorstep and it’s only a ten-minute tuk-tuk ride away from downtown.
What folks say about Stay Sweet :
Wonderful place to stay at. It’s a guesthouse with a lovely cafe downstairs. The owner is incredibly nice and friendly, ready to help with anything you need. He brought me fruit when I was checking in and then more snacks in the evening, even some delicious homemade rice wine! The room itself is clean, all facilities working perfectly (toilet, shower, aircon). Food in the cafe is incredible and cheap. Genuinely one of the best places I have stayed at in Southeast Asia so far. Although the location is not central, it’s a nice area with many little bars and cafes around. Will definitely stay here again when I come back!

Birdcage Boutique
Nestled in the heart of Phnom Penh, Birdcage Boutique is the perfect place to stay if you’re looking for a comfortable budget hotel close to the centre AND it comes with a swimming pool!
Rooms start from just 22$ and given its location close to some of the city’s most popular landmarks, such as the Royal Palace, it offers excellent value. If you like to be right at the centre of things, then this is just the place for you. They also offer a offers a free airport shuttle, even more reason to book your room!

Enjoy a luxurious stay for a budget price at House Boutique Eco Hotel in Phnom Penh. This is a great “travelers” hotel. Not fancy but has a refreshing pool, good beds and ac, cold refrigerator, and a super helpful Khymer staff! Limited menus but very good breakfast. It’s a block away from a large local market, modern grocery store, liquor store, and atm. My wife and I ended up coming back to it 3 different times because it had the right feel and “balance” to it. Not too fancy but clean with a genuinely friendly staff and fellow travelers we could relate to.

Comfort Stays: Perfect Hotels for Mid Range Budgets
This is the kind of hotel choice that we often make when travelling. The only exception is usually when there are hundreds of reviews for higher or lower-priced accommodation that we can’t ignore; Phno, Penh is a classic example of this with exceptional value on both high and low-cost accommodation. But normally we’re mid-range kind of travellers.
We look for comfort and convenience and hotels that offer clean, spacious rooms with air conditioning and en suite bathrooms. We try to avoid hostels that offer bunk beds as they can be a little noisy and we prefer a quieter base. As a destination, Phnom Penh offers exceptional value so hotels in this range are fabulous and plentiful and you’ll be spoilt for choice.
The Pavilion
We stayed at The Pavilion Hotel and loved it, although to be fair I think we would have equally loved all of the hotels listed here! We had a wonderful room for just 72$ including an excellent breakfast.
It’s in a great location, easy to walk around the neighbourhood, and the choice of two pools was perfect given the heat and humidity in the city. Like so many of these hotels, the garden is an oasis of quiet calm to return to each day; so welcome after a busy day sight-seeing.
There is a Spa here and I did use it, but sadly wouldn’t recommend the massage I felt it was a bit too ‘stong’ and not quite as relaxing as I had hoped. However we did love our stay her and I would return; everything else was amazing.

The staff were so attentive and responded to all our needs and requests with warmth and kindness. We loved the facilities and enjoyed the pools and relaxing spaces. The plants and trees are magical and you feel that you are in a tranquil place rather than a busy city. We could walk to things or take a short drive to all our activities which was a bonus. Breakfasts were amazing and a lovely start to everyday.

Penh House Hotel
The reviews say that you’ll enjoy a luxurious and comfortable stay at Penh House Hotel; a 4-star hotel that offers you all the amenities that you’d expect for a very comfortable stay. You can book a Superior Room from 73$ including breakfast.
Penh House Hotel is highly rated across all booking platforms and guests particularly loved the rooftop pool. The restaurant also caters for a range of diets and offers vegan, dairy-free and gluten-free options which is a huge bonus for me being gluten and dairy free. Sadly we were unable to book when we visited so make your reservation well in advance; this is a really popular hotel
What folks say about Penh House Hotel
Superbly located hotel near the royal palace and close to restaurants and bars. Hotel is very clean with spacious rooms, excellent air conditioning and very helpful staff. There is also an excellent rooftop swimming pool and bar. Highly recommended.

Plantation Urban Resort & Spa
And yet another fabulous mid-range hotel that’s centrally located in Phnom Penh, directly behind the Royal Palace. We almost stayed at the Plantation Urban Resort and Sap, so many bloggers recommend this hotel but it was being renovated when we visited. However, the latest reviews suggest that the renovations are complete and apparently they’re wonderful. Rooms start at under 90$ including an excellent breakfast.
It’s a beautifully appointed hotel with plenty of options to upgrade your room to something even more special. It’s also worth nothing that rooms can can be wheelchair accessible.

Everything about this property is just fabulous. The location close to the Royal Palace and the river. The room which was spacious, clean and equipped with the most comfortable bed. The pool and pool-side restaurant serving breakfast, lunch and dinner. Above all, the sweetest, friendliest staff that is there to help with anything one might need. Definitely recommended!

Jungle Addition
Jungle Addition calls itself a green oasis in the heart of Phnom Penh and it’s conveniently located again near the Royal Palace and Wat Botum. This charming hotel has its original 1948 pavilion and all the necessary comforts to ensure you have a glorious relaxing stay. A standard double room starts from only 56$ and this includes a fabulous breakfast.
Staying at Jungle Addition also allows you to take advantage of the facilities at the equally wonderful Penh House Hotel which is just moments away and offers a more contemporary atmosphere and a rooftop pool with stunning 360 degree views!

Amazing stay, great location, very close to palace but a quiet little street that felt very relaxing sitting round the pool. Staff super helpful. Great having complimentary breakfast – could get bread/pastry, eggs any way and fruit. Room itself was large, shower had good pressure, amd ac in room worked well. Highly recommended and would stay there again.

Luxury Stays : Perfect Hotels for Pampering
Opting for a luxury stay in Phnom Penh is easy and less expensive than you’d think. I was so tempted to give ourselves an upgrade but we had just arrived from Singapore and I know that if we want to travel for longer and further then I have to keep an eye on the budget, But if you’re here on vacation then a luxury hotel would be an amazing choice for you.
I have to put my hand up and admit that I did not know there was a Raffles hotel in Phnom Penh when we arrived. It was only when searching for somewhere to go at night that I found it! Honestly, I was gutted because if I had known that I would have been tempted to bust the budget!
If you want to pamper yourself in Phnom Penh then seriously, there is no shortage of luxury accommodation in the city.
The Raffles Hotel Le Royal
Luxury and old-world charm are synonymous with the Raffles Hotel Le Royal. I could wax lyrical about this hotel but seriously; it’s iconic. Stay here. A Stateroom can be yours for 384$, and that includes an excellent breakfast.
Enjoy the epitome of opulence at this 1929 colonial landmark, situated just 1km from Wat Phnom temple and Central Market. All rooms offer refined traditional Cambodian-style decor and balconies with butler services; I mean what else is there to say!

Everything about this hotel is perfect. Beautiful interiors, the pool is stunning, the staff are wonderful. We couldn’t fault it. The Elephant Bar is really special.

Need a Hotel Transfer? Getting from Phnom Penh Airport
Most hotels will offer a shuttle or pick-up from Phnom Penh Airport. booking.com has a great messenger app within the website which make it easy to talk with your hotel and they also offer a great private transfer option which we have used.

Frequently Asked Questions
Many of the comments we received from friends and on social media revolved around safety and easy of visiting the city. We were asked several times if we felt it was worth visiting Phnom Penh and every time our answer us a resounding yes! I wrote a great post that goes into more detail but here are some of the most often asked questions and answers.
Is it Phnom Penh Safe
Yes. But. As with all major cities you do need to take some precautions. We walk a great deal around cities and we never felt unsafe during our visit. Indeed I know that most folks as this question about crime but I would add that the biggest danger is the traffic! Take extra care crossing roads as there are cars, tuk-tuks and bikes a-plenty!
Best Areas and locations to Stay
We opted to stay near the Royal Palace. There is a great deal of accommodation options in this area but we met other travellers who had stayed in the more modern end of town and loved that. Tuk-tuks are so cheap and easy (especially if you use the GRAB app) that wherever you stay you’ll find it easy to get around.
Travel to or From Siem Reap
There are many options for travelling onwards in Cambodia. Take a look at our post detailing all the options on how to travel around Phnom Penh and Cambodia. Basically you can fly, take a bus, a mini-bus or if you prefer you can even book a private taxi transfer for less than you’d imagine.
Is it worth visiting Phnom Penh
Yes! If you are visiting Cambodia the don’t restrict yourself to Siem Reap; also a must-do city but make time to visit both. Phnom Penh is definitely worth a visit!
Is it Expensive to stay in Phnom Penh
No. As you can see from the hotel choices listed above, you can stay in world class luxury hotels from as little as 350$, a tuk tul will take you a few miles for less than a dollar and you can eat home made noodles for less than 5$. Phnom Penh is a city of contrast and you can spend as much or as little as you wish.
